I've never understood the move from Hail Mary passes to an endless stream of laterals. With the HM, you only need a guy to catch the ball once. With the endless laterals, you need players constantly in the right position, always behind the person with the ball, and no mistakes. Neither have high chances, but I'd go HM every time.
I think a lot of it depends on where on the field you are. If you're too far away to get it close to the end zone in the air then laterals are a better option.

There was also very obvious holding on a Houston O-lineman on the hail mary play. And it really did inhibit the defender from pressuring the QB.

I know it's hard for refs to call a penalty that 99.5% won't matter, but ... oops!
Well they did call the UC penalty on the WVU QB with 12 seconds on the clock that 99.5% of the time won't matter either.
