First, I wanted to say congratulations on the commitment of Joshua Thomas. Going into Georgia and plucking a quality recruit out of there is no easy task. Wisconsin has just started to make inroads into the state over the last year and a half following the hire of Thomas Brown (former UGA running back and Georgia native).
Second, I do want to clarify that Thomas was not offered by Wisconsin as a running back, but as a linebacker. Wisconsin currently has three scholarship running backs, with two (potentially three) four-star backs coming in 2015, and another four-star currently committed in 2016. It's an already loaded position. Really would have liked this kid wanted to make the tackles instead of breaking them, but I completely understand his decision. Such is life in recruiting!
